That gap, and a RERA number that traces back to a different, already-delivered project, is the actual story here — separate from pricing, and separate from amenities.

Across broker microsites — none of them on a conscient.in or hines.com domain — Conscient Elevate 3.0 is described as an ultra-luxury development on a roughly 10.5-acre parcel in Sector 63A, with 244 residences spread across six towers of 31 and 35 floors. The listed configurations are 3 and 4 BHK units of about 3,000 to 4,000 sq ft, with a clubhouse of roughly 80,000 sq ft, more than 40 amenities, three levels of basement parking, IGBC Platinum pre-certification, and a design credit to Benoy, the international architecture firm. Starting prices quoted across these sites range from about ₹6 crore to ₹7 crore, working out to roughly ₹20,000–25,000 per sq ft depending on which site you read.
None of these specifications — the acreage, the unit count, the tower heights, the clubhouse size, the price — appear on an official Conscient or Hines page. They are broker-sourced, repeated across near-identical microsites, and should be treated as marketing claims rather than confirmed facts until a developer press release, an official brochure, or a HARERA filing says otherwise.
Conscient Infrastructure’s own website, conscient.in, lists its residential portfolio directly on its homepage: Parq and Elaira Residences in Sector 80, Elevate Reserve and Conscient SOHO on Golf Course Extension Road, and Elevate in Sector 59. As of this article’s publication in September 2026, Elevate 3.0 and Sector 63A do not appear anywhere in that list, nor on the site’s dedicated residential projects page. For a company that otherwise features its ongoing and upcoming launches prominently — including a separate upcoming project teased on its homepage — the absence of a flagship six-tower, 244-unit development is notable.
Hines is a real, large global real estate investment and development firm, and its India entry alongside Conscient is genuine — verified through Hines’s own website. But Hines’s official property page for its Gurugram partnership lists exactly one project: “Elevate,” located in Sector 59, comprising 556 units across roughly 1,375,000 sq ft, designed by Ricardo Bofill Taller de Arquitectura, completed in phases through 2025, and awarded Best Residential Luxury Project of the Year by ET Now. There is no second Gurugram listing, no Sector 63A entry, and no reference to “Elevate 3.0” anywhere on Hines’s site as of publication.
That doesn’t prove a Conscient–Hines Sector 63A project doesn’t exist in some form. Real estate partnerships often lag on updating corporate property pages, and a project can be genuinely in the works while pre-launch marketing runs ahead of the official record. But it does mean that, right now, an independent buyer cannot confirm this project’s existence through either named partner’s own communications — only through third-party broker marketing.
This is the part that matters most for anyone considering an EOI or token payment. One of the broker microsites marketing Elevate 3.0 displays a “Project RERA No.” on its disclaimer page. That number corresponds, by its own format and year marker, to a 2019 registration — not a 2026 pre-launch. Separately, Haryana RERA’s public project records show that “Conscient Elevate,” located in Sector 59 (Village Behrampur), was registered under HARERA as registration number 19 of 2019. In other words, the RERA number attached to Elevate 3.0’s marketing appears to belong to the original, already-delivered Sector 59 Elevate project — not to a new Sector 63A launch.
This could be an innocent copy-paste error by a lead-generation website reusing an old template. It could also mean brokers are borrowing a legitimate registration number from a delivered project to lend unearned credibility to an unregistered one — a practice Haryana RERA explicitly prohibits, since a project cannot legally be marketed, advertised, or sold before its own registration is granted. Either way, the number cannot be verified as belonging to Elevate 3.0, and no separate, matching HARERA registration for a Sector 63A Conscient–Hines project could be independently located on the Haryana RERA portal at the time of publication. Sector 63A and its immediate neighbourhood have become one of Gurugram’s most contested luxury corridors, with several genuinely registered projects already selling alongside pre-launch land bets. DLF The Arbour in Sector 63 is HARERA-registered and reselling. Godrej Verano, also in Sector 63A, received its own HARERA registration in August 2026 after more than a year of unregistered pre-launch marketing — a useful precedent for how long this stage can last. The developer’s track record itself is not the problem here. Conscient describes itself as operating in Delhi-NCR real estate since 1976, and its partnership with Hines produced a real, delivered project: Elevate in Sector 59, which Hines’s own site credits with 556 units, phased completion through 2025, and an ET Now award for Best Residential Luxury Project. Buyers who specifically want a Conscient–Hines address on Golf Course Extension Road, who are comfortable waiting a year or more for registration (Godrej Verano’s own timeline in the same micro-market is the relevant precedent), and who intend to do independent verification at every subsequent stage — official brochure, HARERA filing, then payment plan — have reason to keep half an eye on this one. The developer relationship has a genuine delivered project behind it, which is more than several other Sector 63A pre-launches can claim.
The central, genuine uncertainty here is straightforward: it is not possible, from public information as of September 2026, to confirm that “Conscient Elevate 3.0” is a real, registered project distinct from marketing collateral built around a legitimate developer’s name. That is different from saying it is fake — Conscient and Hines are real companies with a real prior project nearby, and pre-launch marketing routinely runs ahead of formal registration in Gurugram.
