Stamp Duty & Registration Charges in Gurgaon (2026)

Stamp duty in Gurgaon is 7% for a male buyer, 5% for a female buyer and 6% for joint male-female ownership inside municipal limits, charged on whichever is higher — the agreed price or the circle rate. Outside municipal limits the same rates fall to 5%, 3% and 4%. On top of that sits a registration fee, which is a fixed slab capped at ₹50,000, not the 1% that most guides still print. On a ₹2.5 crore builder floor bought by a man in Gurgaon, that is roughly ₹18 lakh handed to the state before you own anything.

These figures are current as of August 2026. Two things changed recently that most stamp duty pages have not caught up with: Haryana made deed registration fully paperless from 1 November 2025, and the Cabinet cut duty to a nominal ₹500 for one specific category of buyer on 29 July 2026. Both are covered below.

Short Answer: What You Will Pay in Gurgaon

  • Stamp duty (urban Gurgaon): 7% male, 5% female, 6% joint male + female.
  • Stamp duty (outside municipal limits): 5% male, 3% female, 4% joint.
  • Registration fee: a value-based slab, maximum ₹50,000. Anything above roughly ₹90 lakh pays the ceiling.

The 2026 Rates in Full

Haryana levies duty under the Indian Stamp Act, 1899, and registers the deed under the Registration Act, 1908. The rate turns on two things only: whether the property sits inside municipal limits, and whose name goes on the deed.

Why the Urban Rate Is 7% and Not 5%

The headline 7% is not a single levy. Haryana charges 5% stamp duty on a conveyance deed plus 2% additional duty in municipal areas, and grants a 2% rebate where the deed is executed in favour of a woman. That is the arithmetic behind the female rate of 5% and the joint rate of 6% — the rebate applies to the woman’s share of the transaction, not the whole of it.

This matters practically. Almost all of urban Gurugram — the DLF phases, Sushant Lok, South City, the sectors under MCG, and the newer licensed colonies — falls inside municipal limits. If a seller or agent quotes you 5% for a plot in a developed Gurgaon sector, ask which municipal boundary they think it sits outside of, and check it before you budget.

Registration Fee Is a Slab, Not 1% — Where Most Guides Get It Wrong

You will find dozens of pages, including bank and tax-portal pages, stating that registration in Haryana costs “1% of value, maximum ₹50,000”. The 1% is a legacy figure. What is actually charged is a fixed amount from a value slab, and for any Gurgaon property worth more than about ₹90 lakh — which is most of them — the answer is simply ₹50,000.

The ranges in the middle of that table are deliberate. Published versions of the Haryana slab disagree with each other between ₹25 lakh and ₹90 lakh — some list a ₹25 lakh entry at ₹15,000 and shift every band above it up one step, others do not. We have shown both readings rather than pick one and present it as settled. If your purchase falls in that window, the number the Sub-Registrar’s system generates is the one that governs; get it confirmed before you pay. Above ₹90 lakh there is no ambiguity at all — ₹50,000 flat.

Duty Is Charged on the Circle Rate, Not Your Bargain

Haryana computes duty on the higher of the consideration written into the deed and the collector rate notified for that locality. If you negotiate a genuinely good price on a resale floor and the circle rate is above it, you still pay duty on the circle rate. There is no relief for buying well.

This became more expensive on 1 April 2026. Gurugram’s revised collector rates for 2026-27 raised values by roughly 15-30% across many residential, commercial and agricultural categories, with reported increases running as high as 75% in fast-moving pockets along the Dwarka Expressway and the Southern Peripheral Road. Notably, more than half the areas across the district’s tehsils were reportedly left unchanged — this was a targeted revision, not a blanket one, so a sector-level check matters more than a headline percentage. The practical consequence: run your stamp duty maths off the notified rate for your specific sector and property category, not off the price you have agreed. In sectors that took a large revision, the duty bill moved by lakhs overnight while the market price did not.

What It Actually Costs: Three Worked Examples

All figures assume a property inside municipal limits, with duty computed on the higher of price and circle rate. Registration fee is ₹50,000 in every case.

The gap between the male and female column is the single largest legal saving available to a Gurgaon buyer: ₹3 lakh at ₹1.5 crore, ₹10 lakh at ₹5 crore. Registering in Your Wife’s Name: The 2% Question

Buying in a woman’s sole name saves 2% of the transaction value. Buying jointly saves 1%. On most Gurgaon purchases that is real money, and it is why a large share of registries in the city are in a woman’s name.

Two things to think through before doing it purely for the saving. First, the title follows the deed: whoever is named on the conveyance owns the property, and unwinding that later means another transfer with its own duty. Second, if the property is funded by a home loan, the lender will usually want the owner on the deed to be a borrower or co-borrower, and income eligibility is assessed on the borrowers — which can constrain the loan size. There is also a tax angle worth flagging: stamp duty and registration charges paid on a residential purchase are deductible under Section 80C, up to the overall ₹1.5 lakh ceiling, in the financial year they are paid — but only if you are on the old tax regime. Under the new regime the deduction is not available. Given the size of a Gurgaon duty bill, that ceiling is exhausted almost immediately either way.

The Other Line Items Nobody Budgets For

Stamp duty and registration are the visible costs. These are the ones that surprise people at the closing table.

  • TDS under Section 194-IA. On a purchase where consideration or stamp duty value is ₹50 lakh or more, the buyer must deduct 1% and deposit it against the seller’s PAN. This is the buyer’s legal obligation, not the seller’s, and failing to do it creates a liability that follows you.
  • TDS on an NRI seller. Materially different and much higher — deducted under Section 195, not 194-IA, and the correct rate depends on the seller’s capital gains position.   • GST. Payable on under-construction property at 5% without input tax credit, or 1% for units qualifying as affordable housing. Not payable on a ready property where the completion certificate has been issued, and not payable on resale.
  • Transfer and administrative charges. Builder-managed colonies levy transfer charges on resale. HSVP plots have their own procedure and no-dues requirements before transfer — see the rules on the HSVP portal for property sales.
  • Brokerage, legal and mutation. Brokerage typically runs 1-2%. Title verification by a property lawyer is a few tens of thousands and the best-value money in the entire transaction. Mutation in municipal records after registry is a separate step, and skipping it is how MCG property tax notices end up in the previous owner’s name for years.

What Changed on 1 November 2025: Paperless Registration

Haryana moved deed registration fully online in phases through late 2025. Gurugram was in the third phase, and paperless registration became mandatory statewide from 1 November 2025, with services consolidated on the state’s unified property registration portal. Traditional over-the-counter deed writing is no longer the route.

What this means in practice for a Gurgaon buyer:

  • The deed is drafted and submitted online, and validated against Jamabandi and HARIS records before an appointment is issued.
  • The e-stamp is generated and paid for through e-GRAS.
  • An e-appointment slot is booked for the relevant Sub-Registrar office.
  • One physical visit is required, for biometric verification and signing — buyer, seller and two witnesses.
  • After registration the deed is digitally signed and property details flow through for mutation.

The friction has moved rather than disappeared. Because the system now validates the draft against official records before it will issue an appointment, deeds get rejected for mismatches that a deed writer would previously have papered over on the day — wrong khasra or sector description, area that does not match the Jamabandi entry, party details that do not match Aadhaar or PAN. Check the registry status and record position of the property before you draft anything, not after.

The ₹500 Concession for PMAY-U 2.0 Buyers

On 29 July 2026 the Haryana Cabinet approved nominal stamp duty and registration on eligible dwelling units up to 60 sq m registered under Pradhan Mantri Awas Yojana-Urban 2.0 — ₹500 as stamp duty and ₹500 as registration fee per eligible conveyance deed, against the standard 5% plus 2% additional duty.

This is narrow relief, aimed at economically weaker section households, and it does not touch the mainstream Gurgaon market. It is worth knowing about for one reason: it is the only stamp duty concession Haryana has moved on recently, and there is no senior-citizen concession, no first-time-buyer concession and no under-construction concession in the state. If someone tells you otherwise, ask to see the notification.

One caveat on gift deeds: the treatment of gifts between close blood relatives in Haryana has been the subject of separate notifications over the years, and the position quoted on property portals is not always current. If you are transferring a Gurgaon property within the family, confirm the applicable rate with the Sub-Registrar or a property lawyer rather than relying on a published table — including this one.

A second caveat, on general power of attorney. A ₹300 GPA is not a substitute for a sale deed, and property sold on GPA is not lawfully transferred. Five Mistakes That Cost Gurgaon Buyers Money

  • Budgeting off the price, not the circle rate. After the April 2026 revision this is the most common shortfall. Check the notified rate for your sector first.
  • Assuming registration is 1%. It is a slab. On a ₹3 crore purchase the difference between the assumed ₹3 lakh and the actual ₹50,000 is a pleasant surprise; the reverse assumption on a small transaction is not.
  • Deciding on the name at the Sub-Registrar’s office. The 2% female rebate has to be planned around the loan structure and the intended ownership, not decided on the morning of registration.
  • Forgetting the 1% TDS. The buyer deducts and deposits it. Sellers frequently expect the full amount and the argument happens at signing.
  • Treating registry as the end of the process. Mutation, municipal record update and utility transfer all follow, and a gap in that chain becomes a title question for the next buyer.

What to Budget: The Short Version

For a normal Gurgaon residential purchase inside municipal limits, budget 7.5-8.5% of the higher of price and circle rate for a male buyer, or 5.5-6.5% for a female buyer, to cover stamp duty, registration and the routine transaction costs around them. Add GST if the property is under construction. Add brokerage on top. On an independent builder floor in Gurgaon at ₹2.5 crore, that is roughly ₹19-21 lakh in transaction costs on a male-name purchase, and closer to ₹14-16 lakh in a woman’s name.

None of this is negotiable, and none of it is recoverable if the deal falls apart after the e-stamp is generated. It is the part of the budget worth getting right first.
